The artwork for an exhibition will be loaned to the County by the artist or organization at no cost to the County. Hays County does not receive any commission or compensation for the sale of the works of art displayed at the Hays County Government Center. The Art Committee will select works of art that are appropriate and suitable in subject matter and quality for the functions of the Hays County Government Center. If approved in writing by the building manager, the Art Committee may allow the lender to dismantle an exhibition or assist the Art Committee in dismantling and removing all works of art and other components from the exhibition.

Furthermore, if the Art Committee receives a complaint stating that a particular work of art is mocking, vulgar, rude, or otherwise offensive to visitors, they will review it and make a decision to move or remove it. The organization or artist lending works of art for an exhibition at the Hays County Government Center must adequately replace works removed from an exhibition before its completion, with approval from the Art Committee. The lender is responsible for all aspects of the sale transaction for the works of art on display at the Hays County Government Center. The Arts Committee may invite organizations or individuals to submit a proposal for an exhibition at the Government Center. Works of art displayed at the Hays County Government Center during an exhibition will remain in place until the end of the exhibition, unless authorized by the Art Committee for early removal. If the Arts Committee decides to appoint a selection panel, its members may include county staff and community representatives.

Public art will not be displayed in courtrooms or administrative offices located on the first, second, or third floors. The County will take all reasonable precautions to ensure that works of art provided to them are safe, but they are not responsible for damage or theft, except in cases covered by their Fine Arts insurance policy.
